Follow this video, it seems to be the fastest and most sure way of doing this. This is the best video I have seen so far. Dont forget to bring your silenced weapons!

Thanks Marky...worked out perfect for me..! After finishing all the other achievements this was my last one and had to rescue 20 more civilians, took me about 20 minutes this way ;-)

This is by far the best method, works flawlessly even after finishing the story. But I'd recommend hiding behind the gray crate than the wall, because the enemies can easily see you when you try to shoot them behind the wall.

I had to start a new game as I only had 19 on my completed game. This guide works wonderfully! Props to the OP. A little FYI to those who've completed all freeplays and still need this. Just start a new game and play the first 3 missions and then you unlock the Silenced Pistol. Works just as good as the Viper.

This guide works perfectly. Definitely helped stealth killing to get the suit, it gives you more room to run.

Also just to keep track, it counts when you see "Civilians saved from harassment" so you know it worked, but you can check in your stats, second tab (Stats), under Civilians Saved. It's the next line under Civilians Killed by Player / Nazi

If like me, you can't follow this method because you've destroyed all Nazi emplacements in this area, then you can pull off a similar method in the center of Sarbruken. If you head up towards the center, and find the bar from the opening of the game when you race in Germany, you can position yourself on this roof and take out the Nazis silently from here. Keep them suspicious and active at the T intersection to the right, and watch for spawning civilians from the opposite building. If you're fortunate you'll get a Nazi running over to them, take him out, then repeat until the civilian runs away. I managed about 20 in half an hour I think.

Found a decent spot to grind this one in Saarbrucken. As you come into the town make a right at the first Y intersection and then hang out where that road comes to a T intersection. Lots of Nazis and lots of civies wandering around and I managed to get the last 10 saves in about 20 minutes. Still not perfect, but at least it's a spot.

Great tip. I finished the game, and that was the only place I could go. I'd even finished Saarbrucken before I thought about it, so there wasn't anything else for me up there, so I blew myself up with a Panzerschreck afterward to keep from making that hideous drive back. :-P

Yup, thanks for this spot, I managed to do 25 in under an hour. I'd advise anyone to follow a guard or two on foot either in that little garden or the other side of the street, instead of driving around through the area. Suddenly, a guard will be distracted from his round and run op to a civilian. Briefly show and hide your gun in sight of the guard, and you'll have saved another one. I also have the impression this happens somewhat timer-based; so you should be able to save a civ like every 2 minutes or so. Also, save regularly!

This helped a lot, thanks! It is every 2 minutes. So just take your weapon out, put it away then run to the next Nazi and follow for 2 mins.

Just west of The Belle on the hill road that goes down to the Checkpoint to Area 2 there's a guard who will be harassing a citizen. It's only one, but you should drive through this point semi-regularly early in the game, if you want to add to the total instead of grinding.

I found that the easiest thing for me to do was go onto a rooftop and throw a grenade, the suspicion will bring the Nazi's around, and if there are any citizens that didn't run from the grenade going off the Nazi's are likely to harass them.

Then I would kill the Nazi with a silenced weapon (I prefer the pistol) and then another Nazi will come, and become suspicious of the corpse, and harass the same citizen. I was able to get 6 saves off of the same citizen. I simply went back to the same spot, and did it again, and got another 6 for the achievement. The spot I'm thinking of was on a rooftop that had a shed right next to me, so if I did raise an alarm I could very quickly hide in the shed. I'm not sure how to describe it exactly, but it was a low roof looking right at a lamp post.

This did take some luck though, as sometimes all the citizens will run from the grenade, or if they didn't run sometimes there wouldn't be any Nazi's around to become suspicious of the explosion.

These are scripted events that take place at certain locations in grey areas only. If you leave an area and come back the event will be occurring again.

Simply kill the Nazi's who are harassing the parisians, repeat 40 times.

Should you not have 40 by the end of the game you can always go to the NE part of the map which is always grey.

Just a note to add onto the above..

You do not have to kill the Nazis that are harrassing a group of civilians. Just getting their attention is enough to count.

For example if you are not disguised, simply stand in view of the harrasing guards (or 'terror squad') and get out a weapon, you will then have got their attention and they will be suspicious of you. At this point you will recieve the controband reward for saving the civilians.

Simply put your weapon away and move away from the area before the guards raise an alarm.

It's definitely easier to get this early in the game when there are a lot of grey areas. You can accomplish this in Saarbrucken after finishing the game but it's glitchy and time-consuming.

Keep in mind its 40 civilians, and if you can find a spot that spawns 3 people getting harassed, then you only need to save this group 14 times.

Probably worth adding in that if you kill a Nazi with a silenced weapon/long range snipe. The other Nazis will blame a nearby civilian if there is one. Especially helpful if you only have Saarbrucken in grey.

I did this in a liberated area after beating the game. The trick is causing a suspicion area (I used grenades) and then having enough luck for some citizens to stick around.

If that happens you can kill the Nazi with a silenced weapon, and more Nazi's will come, and harass the same citizen. On two occasions I was able to "save" the same citizen 6 times before the Nazi's stopped showing up, or stopped harassing that person.

One of the scripted events occurs in Paris Zone 2 right next to the entrance to the hideout (where Margot is). After driving through the archway, turn right on to the road and there should be a Nazi harrassing civilians there.

Good info for this achievement.

Just as a note, i found out that it doesn't take place only in grey areas. I already have the achievement and was working on taking out all the freeplay targets and i caused an explosion near a general in a liberated area and he ran to a civilian in the middle of the street (i was above on the building out of the suspicion area and shot him with a silenced weapon) I got the credit of saving a civilian. Checked the stats and it added a civilian saved and gave me contraband award for saving too.

I found this spot with 2 civilians to save.

Start at the intersection where the 2 civilians are beeing bullied by 3 evil nazis. Be sure to have a fast car for an easy getaway when the alarm sounds. Kill the nazis and drive south until the alarm fades.

The good thing is that by driving south you enter another district (chinatown) and by going back to the intersection you enter back to the district you started in, this respawns the civilians and the nazis.

I suggest doing this while doing the main and sub missions. It helps speed it up so you're not in Saarbrucken waiting and looking.

You don't also necessarily need to kill the Nazi(s) who are harassing the victim. Just pull out a weapon and get their attention, then push B to put the weapon away and you still get contraband without setting an alarm.

There are a few ways to save civilians toward this achievement, the most obvious being when civilians are lined up in front of a group of Nazis firing squad style. They will also hassle random civilians that are inside of any "suspicion area" that you create as a result of explosions or gunfire, or completely at random if the area is all grey under Nazi oppression. They seem to have more of a groupthink AI psychology when threatening civilians at random, as there is greater chance of an enemy threatening a civilian if there are many Nazis in one small area.

When I was about two thirds of the way through the campaign, the Monmartre area (where you begin the game) was plunged back into film-noir grey as the result of an event during the campaign. After that, three civilians are lined up at the center of the box shown here:

A silenced weapon is recommended, but as long as you kill all three Nazis you will gain credit for saving three civilians at once. All you must do now is run a lap around the triangular road area there (toward the text that says Gare De L'est) and they will respawn so you can do it again -- I drove around counterclockwise, though I'm unsure if it actually makes a difference.

The area begins in a film-noir grey at the beginning of the campaign so these civilians may be available right at the start of the game, but it's been some time and I can no longer recall seeing them there before the event described above.

Note that these "events" don't happen randomly, but in fixed locations.  As you drive around Paris, be on the lookout for a group of Nazis aiming their guns at civilians.  Once you found 3-4 corners where Nazis want to execute someone, drive around these spots and do them again and again.  You recognize if they yell something like "Du wirst jetzt sterben" or "Wo ist die Resistance?" and you see 1-3 civilians kneeling with hands behind their heads while some Nazi point their guns at them. You will definitely earn this over natural play as you go through the freeplay events; just kill them quickly and search for another spot. You can check your progress in the Stats menu.

To unlock this trophy you will need to save 40 civilians in total. These mainly occur in black and white areas of the map. (They may occur in coloured areas but this appears to be much less frequent - Steve_LWL). Keep an eye out for a couple of Nazi soldiers threatening a small group of civilians. They are either going to kill them or cart them off in the back of a truck. All you have to do is take out the soldiers without killing the civilians, and you will see the contraband reward appear at the bottom of the screen.

Note: These events do not occur in random locations. Once you find a location, it is possible to farm it for civilians. One great location I found is just southwest of the Belle in Paris Area 1, near the city checkpoint. By following the loop shown in the map in blue below, I was able to get up to 40 civilians in under an hour. The civilians will be at the spot marked in red. See the map below:

This method should work for every spot located. If, however, you have already 'inspired' all the areas of Paris, then head to Saarbrucken which is permanently black and white. If you don't already know, there is a switch to the left of the border gate so you can get through.

The achievement is simple, but it still takes a lot of time, sometimes when you walk through the dark zone of Paris, you see Nazis threatening civilians with weapons, just kill this Nazi and so on 40 times, you don’t have to run all over the map, just wander where civilians are walking nearby and the Nazis, sooner or later the Nazis will get to the bottom of a civilian.
