How to unlock the Southern Command achievement in The Saboteur - Definitive Guide
You will get this achievement by completing main story missions and then side missions. Side missions are marked gray on your map, so just go there, complete the mission and unlock the next one. Complete that too and so on.
Side missions are usually given you by a certain person, for example a priest, so when you complete all priests missions, that area will gain its color back and when all Paris Area 3 areas will gain colors, the achievement will pop!
P.S. some side missions are not unlocked until later, so dont worry if you get Paris Area 3 achievement before Area 1 and you can do them after completing the story. I did them right away, but it is not necessary!

I got this after the last storyline mission of act 2, which was win the race by driving the Phoenix car. I'd done all the side missions before it, but this is obviously the last mission that counts, so yeah. Hopefully you can amend your solution with this.

This one is buggy. I cannot complete the Dr Kwong Mission The Bavarian Candidate, as it never lets me kill Bauer.

To inspire the people of a given area, complete the secondary missions in that area. They are the GREY lettered mission icons. Once completed, there will be a cut-scene where colour is returned to that section of the city. Complete all the secondary missions in Paris 3 to get this trophy.
