To start this skill, either buy a computer or buy the skill books from a bookshelf. If the expansion City Living ends up being like the PC version, then there will be a gaming console item available that can get you the skill too.
The easiest way to get this is to game. Pair this up with the job and game as often as you can. Once you get to a high enough level, start livestreaming so you can earn some cash while working away on this skill.

If you go to 0:24 of his video and follow along you will download all 9 saves from his tag you will get ALL the achievements from this game. After downloading all 9 worlds you will start a new game, skip tutorial (Select dont ask me again), and open gallery. Hit
over to "My library" select "Basket case+", head down to bottom right to place household, replace, select yes, and then hit play. Once loaded select "Willow Creek", from there select "Streamlet Single" confirm and then play. As you've loaded in you WILL unlock the Games Within Games achievement and as you're fast-forwarding you will also unlock "Introvert", "The Most Interesting Sim in the World", "All Nighter", "Basketcase", "Beyond Repairs", and "Cast Away"! 
The Introvert achievement in The Sims 4 worth 10 pointsHave a Sim do nothing social for 24 Sim hours.
The The Most Interesting Sim in the World achievement in The Sims 4 worth 62 pointsHave a Sim with 12 or more Traits.
The All Nighter achievement in The Sims 4 worth 14 pointsHave a Sim stay awake for 24 straight Sim hours.
The Basketcase achievement in The Sims 4 worth 79 pointsHave a Sim get in and out of all primary emotional states within 24 Sim hours.
The Beyond Repairs achievement in The Sims 4 worth 48 pointsHave a Sim reach max level in the Handiness skill.

Select New Game (Dismiss Tutorial if this comes up).
Scroll right and select 'Open the Gallery'.
Search for 'Basketcase Family +' and download the family made by 'Misier'.
Select 'Place Household' and choose Replace. After this go to the bottom right and press 'Play'.
Next choose 'Willow Creek' & then 'Streamlet Single'. Press confirm to load up the map.
Finally press the Ultra Speed button and the achievement should pop within a few minutes.

First Step: Buy a Desk, a very comfy chair, and a computer. Unbreakable is preferred but if not, get 2 at least so when one breaks you can swap seats and have another Sim repair that computer.
Tips I'd suggest
-Steel Bladder is a must to maximize time
-DO NOT HAVE THIS SIM WORK. Unlock other skill builders that benefit from jobs you want this Sim to not be a functional member of Sim Society
-Buy 3 Gaming Books from the shelf and have your sim read those as you go for maximum efficiency (DO NOT DO THIS IF YOUR SIM IS LAZY)
-Having a second sim that cooks and cleans will lower the time your Sim needs to be bothered
-Lone Wolf Trait will lower the need to be social
-Enable emotional auras on FOCUSED items and stack it on the desk or around
-Always play SIMS FOREVER to start until bigger games unlock. Sims will never ever want to stop playing this.
-A radio near the computers also seems to help prolong gaming time
Resolute, Velvet
A Computer is required for this. The Video Gaming Skill is required for Tech Guru Career (eSport Gamer Branch). To level it up, you need to do what you do best and just play video games all day! When at the computer, choose “Play” and then choose any game. You’ll notice that there is a progress bar around the action. Once you have completed this, your Sim will become burned out and you’ll need to wait a few before playing again (roughly about an hour in game time).
Your skill with increase faster if you have the “Focused” Moodlet active. It’s recommended that you paint a “Focused Painting” and hang it by the Computer. To create one, you will need a Chess Table and an Easel. “Play Chess” at the Chess Table to gain the Focused Moodlet. Once it’s active, you will have the option to “Paint a Mathematical Diagram”. Once it’s complete, open your Sim’s inventory, hover over the painting, and press 
to pick it up. Place it on the wall near the Computer.
When you click on the painting, you will have the option to “Turn on Emotional Aura”. This Aura will give you a permanent Focus Moodlet so long as you are close by. Make sure whenever you’re at the Computer, the aura is turned on.
While Focused, just keep playing Video Games and when you reach Level 10 (Max Level), the trophy will unlock.
If you are completing Aspirations for aspiration points, you want to work on Knowledge - Computer Whiz one while leveling up this skill.
