How to unlock the Over-Achiever achievement in The Sims 4 - Definitive Guide

The Easiest Way I found to do this was to start working on it as soon as your sim reaches (or starts at) the "Child" stage.

There are 4 relatively simple aspirations a child can complete that mostly involve getting the child skills (Creativity, Mental, Social, Motor) up to 10.

If you don't think you will have the time to finish them in the time your sim has left as a child, be sure to have them drink a potion of youth (1500 aspiration points) or turn off aging (this may not effect sims until adulthood, can someone confirm?)

Once you finish all 4 you can allow them to age up to "Teen" and select a final aspiration. You sim will have the rest of their life to finish this one, so there's no hurry.

Once the 5th one is complete, your achievement will unlock.

Note:
I coupled this with "The Most Interesting Sim In the World"
The Sims 4The Most Interesting Sim in the WorldThe The Most Interesting Sim in the World achievement in The Sims 4 worth 62 pointsHave a Sim with 12 or more Traits.
When you have 5 aspirations complete, the 5 traits you've won, in addition to the 3 your sims will get by adulthood, you will only need to spend your now vast supply of aspiration points to buy 4 more. They cost as little as 500 so you won't have trouble getting 12.

I don't know about ghost sims, but if they still complete aspirations, I imagine its possible, only would need to complete the aspirations available to them

I will leave this here for anyone using the walkthrough or video guides for doing all of these achievements:

I had issues with this one. I had to have the Writer write 4 or 5 books until that popped for me.

Is this bugged? My Sim has completed World Famous Celebrity, Friend of the World, Serial Romantic, Strangerville Mystery, Master Actor but no achievement. I'm working on a sixth to see if that works.

There's probably a way to do this with a living sim but I did this by having a ghost in my household as you can continue to play with them and give them new aspirations. You'll also not be limited by the length of life as they're already dead.
I also tried to choose the aspirations that were based mostly on skill building. Some aspirations require the sim to reach a certain level in a career, so I avoided these as I felt these would be too time consuming. (You can check each stage of an aspiration before selecting it if you're not sure)

There are a total of 23 Aspirations which you’ll be able to complete in the game, all of which are structured with 4 milestones that contain between 2-3 tasks. You must complete all tasks within a milestone to progress to the next one, and finish all milestones to complete the Aspiration. You can only have one Aspiration selected at any one time to work on, however you can switch between them as often as you like (golden hexagon, star symbol) as all of your milestone progress across the board will be saved. The ultimate reward for completing an Aspiration is a trait for your Sim, you can view what the trait will be by opening the pop-up menu and hovering over your current Aspiration icon.

Completing each task within a milestone will award you a considerable amount of points, which can then be spent on the Rewards Store (present symbol in pop-up menu). Therefore you’ll be wanting to complete as many Aspirations not only for this trophy, but also so that you can accumulate as many points as possible to buy multiple traits for your Sim. Acquiring specific traits will make playing the game considerably easier.

As would be expected, some Aspirations are more difficult to complete than others. Most of the skill-based Aspirations will require you to be a high level in the related skill, in most cases being Level 10. These are generally the Aspirations that are easier to complete. Refer to the relevant trophies in the guide on how best to level up these skills. Any tasks you already meet the criteria for when moving into the next tier will autocomplete and award you with your respective points immediately.

Despite wanting to work on as many as these as possible, the 5 Aspirations that are recommended you start with first for this trophy are:

Painter Extraordinaire (Painting Skill), Bestselling Author (Writing Skill), Nerd Brain (Logic Skill), Computer Whiz (Tech Guru Career) and Renaissance Sim (X amount of Skills/Careers).

The best option is to fulfill 4 goals for the child and another one when he grows up!

Keep in mind that the hidden aspiration "Grilled Cheese" does not count.

In the settings menu, turn off “Aging” and perform the simplest goals, for example: sports (bodybuilder), knowledge (brainy eccentric), wealth (fabulous wealth), creativity (musical talent), bad temper (big bad guy). These goals seemed to me to be the most quickly achievable (you need to check all the boxes). Periodically, I advise you to review your goals and switch between them if necessary. Fortunately, progress is not reset.
