How to unlock the Startup Upstart achievement in The Sims 4 - Definitive Guide
Follow the daily tasks shown in the career tab and improve work performance to get promoted.
Be promoted enough times and get to where it says (10) after the job title when you hover over the job overview in the career tab.
This achievement works with maxing either Tech Guru branch (you do not need to max both).
Edit: Found solution in forum. Make a new household (I did 8 sims for other achievement) and after moving in house achievement for tech guru unlocked.
There are two branches for this career: eSport Gamer and Start-Up Entrepreneur
eSport Gamer:
Skills Required: Video Gaming Level 10, Programming Level 8
Daily Tasks: Play Video Games
Recommended Moodlet: Focused
Start-Up Entrepreneur:
Skills Required: Programming Level 10, Charisma Level 6

While at home, you can use the “Focused Painting”, however, you want to be Focused when you actually go to work and for as long as possible while there. The easy way to do this is on the Chess Table. When you get the notification that your carpool will arrive in an hour, choose to “Play Chess” at the Chess Table. This will take about an hour (so you won’t be “late” to work) and will give you the Focused Moodlet for 4 hours. Unfortunately, this is the longest time period available for this Moodlet so it’ll have to do.
Make sure the needs bars for your Sim are all in the green as well. Each promotion will take anywhere between 2-4 days (the latter promotions will take about 4). As soon as you reach Level 10 of either branch, the trophy will unlock.
