First thing's first: DON'T PUT THE PIECES IN THE SHIP WHEN YOU PICK THEM UP AT THE CRASH SITE. Once they're in the tower, they're in the tower. Ain't no gettin 'em back.
This one's easier if you don't pick the pieces up at all at the tower construction site. You only have so much space in your bag, and those 7 slots could be used for better things (like those 16 rocks you need for the other achievement).
So don't pick up the pieces at the Crossroads site. You can't drop them, and they'll still be there when you get back there at the end of the game. Then, once you get back, pick up the pieces lying around and you'll get this achievement.

The parts you collect do not take up a slot in the backpack (same with the keys, teleporter, hammer and sword). So you can pick up the parts as soon as you see them just don't put them where they need to be until you got at least ten.
