To get three stars you need to complete all three objectives. (Press D UP to see them)
If like me the one you're having trouble is the 'Rescue the Vice President'.
Little hard to explain without images but later into the level there is an air vent on the floor where you can blow up ruble inside to pickup a revolver.
Either side of this vent the Ballroom and a room that is under repair. In this room there is a switch on the wall, shoot it and a room that has an Electrical symbol on it will open (this side of the level)
The vice president is in there.
