Yeah except apparently it somehow can as it didn't unlock for me... and before I could do anything about it I was inside the car in the garage

Same issue as above happened to me. Had to do a second playthrough. I'm not sure if this has anything to do with the glitch or not, but originally during the dialogue part at the:

I went back to the
*** Spoiler - click to reveal ***

quite early on and waited there. It didn't unlock. The second time, I went all the way back to the reception and waited there instead until it finished. It then unlocked fine. I've absolutely no idea if this makes a difference or not.

Did what @lstlngliiz did the second time and it popped still not clear if it matters however did have to make two playthroughs sadly.
