This is a story related achievement that can be obtained in Chapter 3 during the main quest to gather allies. I will try to be as spoiler free as possible. Save before approaching any potential ally as gaining support of some exclude others and acquiring 3 ends the quest.

Go speak to Bulgakov at Curiosity in the Ophir Slums. My relationship with The Opposition was "Good" and she agreeded to help with no issue. Can not gain the support of The Oposition if you have already gained the support of The Army .

*Hudd2000 has pointed out that you will not be able to get this if you kill Bulgakov during the main story.

You should note that if you kill Bulgakov during the main story, it seems you won't be able to pick this up.

Could use an explanation on how you gained rep with opposition.

I didn't do anything special to gain rep with the Oposition. As far as I recall I played as diplomatically as possible till this point doing as much for each group as I could without alienating another. At a push you can favour others over the criminals as you can just buy their support.

Things you have to do:

1. Not Kill Bulgakov
2. Do the opposition newspaper mission (upstairs in the bar in the slums)
3. Do not ally with the Army

Also arresting bulgakov potentially makes this unobtainable. They weren't even given as a choice. There is a decision later that involves a charisma check if you arrested her that can potentially make them possible to ally again.
