Simply look out for the blue or red lights on chests. Invest in your locking skill and purchase the Full Vory jackets or similar jackets which boos lockpicking by 1.

Unless you don't explore at all, there is no way to miss this. You'll probably get it before the end of the first chapter. Chests are the larger rectangle boxes with blue lights (red if locked). Nothing else (like garbage cans) seem to count for this.
