Chapter 1
You'll first meet Andrew during the rescue merchants main quest. He goes by the name of "Lucky". Once he's been rescued he'll ask you to get Master Connor to talk to him. You can find Connor in The Underworks - use entrance from The Exchange. Once back in The Exchange discreetly follow and spy on their conversation. Then speak to any of the possible people about "Andrew".
Chapter 2
Shortly into chapter 2 Andrew will ask you to help him recover his power. You need to talk to Scott then acquire some items. This is best done during the main quest to rescue the other Technomancers as they can be found in the room opposite them. When Andrew has his arm back talk to and compliment him. Talking about his charm and influence seems to work best. Never talk about his time as a merchant.
Chapter 3
Shortly into Chapter 3 Andrew will ask to be initiated. This side quest has no combat and is very short. Save before entering the big door if you intend to romance others on this play through. Upon completion of the quest speak to Andrew and he will profess his love, say you feel the same. Go to your room in Noctis/Mutant Valley and choose to kiss him. After the sparks fly... get it?... choose to stay in the relationship.
If you don't want Andrew as your love interest but still want the achievement you can save before completing his side quest then once you've done the nasty and popped your cher-achievement! you can reload and choose to just be friends with no relationship harm. Seriously though, he has a robot arm. Think about it guys...
The, Pants, Party
The basic gist of all the romance achievements is to be humble, complimenting, helpful, and apologetic. Make sure you do every companion side quest (see the "Best friend" achievement), give them things they ask for, don't laugh at their insecurities, etc. You can only romance ONE person, as doing so will upset the others. However, you can save right before "sealing the deal" and revert your save after getting the achievement to get the others.
For Andrew specifically, don't get seen during his first companion quest or it will fail. Never laugh about his missing arm. Doing so will always cause you to lose affinity points, which will make romancing him much harder (if not impossible). After doing the final companion quest, SAVE. Speak with him again and if you have a high enough affinity, you can agree and accept his proposal to unlock the achievement. Revert your save to get the others.

To get it you need to talk to him more often and complete all his side missions. When the “Compliment him” item appears in the dialogue, it is better to save before the conversation in order to choose the maximum possible increase in reputation with him in the conversation.
After completing all the tasks and with maximum reputation, he will offer to sleep, after which you need to choose a relationship.
When choosing relationships, the possibility of romances with other NPCs is blocked.
