As you progress through Greeley (more specifically, once you complete the first half of the hunting quests there), Alex will eventually hear a dog that can be approached and interacted with. Press RT to feed scraps to the dog and unlock both your achievement and a furry new friend.

Not sure why it was different for me, but I was able to complete all the hunting quests in Greely and the dog did not show up for me. The dog only showed up for me when I finished a map makers quest in the tavern.

The dog also only showed up for me after completing the map maker quest, I had previously become champion and done all 6 hunting quests. The dog always seems to spawn when it stops raining, whether that be after the map maker or the hunting quests.
