How to unlock the Building for Tomorrow achievement in The Walking Dead: A New Frontier - Definitive Guide
Story related, cannot be missed.
Have a conversation with David about what happened to his daughter, Mariana, and the events that happened in Prescott. You'll also learn that David isn't the only leader of the New Frontier as it's run by three other leaders. David will introduce his brother to Ava, his right-hand. After meeting Ava, you'll reunite with Kate and Gabe in the clinic. Have a conversation with her before the doctor and co-leader, Paul Lingard, arrives to check on her. David will then take Javier to meet the last two co-leaders of New Frontier Joan and Clint.
When Max comes into the meeting, you can tell the truth about what happened between Javier and Max or lie about it all. If you've killed Rufus in Episode 1, it'll be brought up during the discussion.
Make your choice:

[Your people killed my niece!]
- Javier will tell Joan that Badger killed Mariana García and how Max and Badger destroyed an entire town. This choice will cause Joan and Clint to comment that David cannot control his people.

[I got nothing to say.]
- Javier will not say anything and will be accused by Max's lies.
Either choice you make will still lead to the same results of your group being forced to leave the community with the exception of Kate, Gabe and Eleanor. The trophy will unlock as Javier is being escorted to the front gates.
This achievement is story-related and cannot be missed.
During this chapter, David is escorting you to a meeting with the Richmond “high council” to determine if Javi and his group stay in Richmond or have to leave. After the conversation (there are no right or wrong choices), as Javi is being lead out, the achievement will unlock.
