"Neutral" cards are those units that can be used in any of the four decks. They're easy to spot as they'll be available to add to any deck in the Gwent Decks menu. Bear in mind this doesn't count weather cards, decoys or horn cards.
Simply win a round (not the full game) by playing only these cards and the achievement will unlock. I got this when my opponent passed with 4 points and I placed a single 5 point "Zoltan Chivay" card, winning the round.
