This contract can be found on the notice board in Crow's Perch in Velen. The suggested level is level 8 but it's not particularly hard so you could probably do this a few levels lower.

Didn't pop for me either. And worse, when I looted the corpse of the Shrieker, it gave me a Noonwraith trophy??

Must be bugged somehow. I finished all the contracts that awarded me Geralt: The Professional but somehow this one didn't pop. Will try again in NG+

Yeah this didn't pop for me either, will have to try again. Luckily its relatively early on in the game.
