How to unlock the Assassin of Kings achievement in The Witcher 3: Wild Hunt - Definitive Guide
Just to be clear to get this achievement you need to complete two quests: 'A Deadly Plot' and 'Reason of State' the first quest 'A Deadly Plot' will not DIRECTLY be followed by 'Reason of State' So After completing 'A Deadly Plot' you will need to continue the main questline!

I will divide this guide in two parts: Part one will focus on the first time in Novigrad, meeting Dijkstra and how to trigger the first quest 'A Deadly Plot'.
The second part will focus on the second time in Novigrad, finding Philippa and making the right dialogue choices with Dijkstra to trigger 'Reason of State'
Part One: 'A Deadly Plot'
While playing the main questline in Novigrad you will meet a man named Dijkstra. Dijkstra won't give 'A Deadly Plot' right away. Just play the main quest until you burn down the witch hunters prison. After this quest you will have a talk with Dijkstra, this talk does not matter. (So don't worry if he is pissed because you have not recovered his treasure) The important part is Triss asking you for help. Make sure you help her! (complete her side quests) After you have romanced Triss or have not. Dijkstra will ask you for help. Agree to help, this will trigger the quest 'A Deadly Plot'. This quest is Pretty easy. (Don't forget to play Thaler if you are going for Gwent stuff) Now when you finish the quest you will need to progress the main questline. So find Ciri, battle the Hunt at Kaer Morhen and go to Bald Mountain. After all this, you will return to Novigrad.
Part two: 'Reason of State'
When you return to Novigrad you will get the quest 'Final Preparations' this is a big quest with multiple objectives/side quests. When helping Triss find Phillipa your search will lead you to Dijkstra's bathhouse. After getting Philippa, Dijkstra will approach you and ask you to hand over Phillipa. You will need to solve this without violence. Dialogue needs to go: I need her > Tell you what the Emperor is after > Heard it from Emhyr himself > Let her talk. After this talk the quest 'Reason of State' will begin. This quest is also straightforward. Finish this quest and the achievement will be yours.

If you miss one of the required side quests before going to the Isle of Mists, you cannot trigger "Reason of State" anymore. If you make a wrong dialogue choice during the "Blindingly Obvious' main story question you will miss it, too. Be sure to always choose the first dialogue option at the end of this quest when talking to Dijkstra and Philippa.
The necessary quests are all found in Novirgrad. They are as follows:
1. Redania's Most Wanted
2. An Eye for an Eye
3. A Matter of Life and Death
4. Now or Never
5. A deadly plot
6. Reason of State
7. [Main Quest] Blindingly Obvious
Be sure to do them as soon as they become available to you. The first four start automatically as part of the main story (track them in your side quests). A Deadly Plot becomes available immediately after doing the previous mission Now or Never for Triss. The last two will then trigger automatically
Before the solution for this achievement is presented, it must be stated right now that this is a HIGHLY MISSABLE achievement.
During your playthrough, you will need to complete a number of side quests throughout Act I in order to trigger the "Reason of State" side quest towards the very end of the game in Act III. During this aforementioned quest, you will then automatically assassinate King Radovid as part of the quest's objective. If you miss one of the required side quests in Act I before sailing to the Isle of Mists, you will not be able to trigger "Reason of State" and you'll miss this achievement. Further, if you speak out and make the wrong dialogue choice during the main quest entitled "Blindingly Obvious," you will miss triggering the side quest. To prevent that, make sure you choose the FIRST dialogue option every time it's Geralt's turn to speak when talking to Dijkstra and Philippa inside the Bathhouse.
As mentioned, there are five side quests and one main quest that must be completed in order to trigger "Reason of State." Check below:
- An Eye for an Eye
- Redania's Most Wanted
- A Matter of Life and Death
- Now or Never
- A Deadly Plot
- Blindingly Obvious [Main Quest - Remember to choose the FIRST dialogue option each time Geralt speaks]
With this in mind, make sure to complete these side quests as soon as they're available. Once "Reason of State" has been completed, and Radovid has been slain, this achievement will finally be yours.
*Missable Trophy*
You have to do a series of lengthy side quests to trigger the "Reason of State" side quest at the end of the game. During "Reason of State" you will then automatically assassinate King Radovid as part of the quest.
If you miss one of the required side quests before going to the Isle of Mists, you cannot trigger "Reason of State" anymore. If you make a wrong dialogue choice during the "Blindingly Obvious" main story quest you will miss it, too. Be sure to always choose the first dialogue option at the end of this quest when talking to Dijkstra and Philippa.

In Novigrad, as you progress through the story, Dijsktra will ask you for help to save a spy. The spy will be our old friend Thaler.
Further, much later, almost at the very end of the game, when we save Philippa Elhart, we need not to push Dijkstra away, but to share information with him. This will start the quest "Matters of National Importance". After completing it (and making a difficult moral choice), you will receive an achievement.
