Roe Deer Kill at 408.37 meters.
If you have any additional information or other locations for the Legendary Marksman Achievement, PLZ post it in the comments and I will update the guide.
UPDATE #1:
*It's possible to use the standard Rifle Scope.
UPDATE #2:
(Requires the Medved-Taiga DLC!!!)
The best location to get the Legendary Marksman Achievement is in Medved-Taiga National Park, Dikiy Coast.
The northern riverbank stretches for more than 5km from the Dikiy Coast to Zverolova Hill with many opportunities for the Achievement.
Dikiy Coast & Zverolova Hill Riverbank is the easiest location to gain the Achievement.
Hope it helps

I just got the achievement today in the Bohndorf area that HellCreeper666 mentioned. Leave the outpost about 8:00 a.m. and head towards the lake. You will want to be on the west side of the lake up on the hillside looking down towards the Need Zone.
Find yourself a spot that will be at least 400 meters from the Need zone. There are only a few spots where you can see the Need zone at that distance and most of them you will be looking between trees that are fairly close together.
The first time I tried this I headed right to the Need zone but it took me to the right side of the lake. The deer showed up around 9:00 but they were too close and I ran into a bunch of wild boars instead and ended up scaring the deer away.
I went back to the outpost and rested until 8:00 A.M. again but this time I made sure I stayed to the left or west side of the lake. I found a spot that was 413 meters away and waited for awhile but got impatient and wandered off to the left for awhile chasing a Red Fox to complete a mission. I spotted one lone Roe deer and a bunch of wild boar that were resting but they were all under 350 meters. When I got back to my spot sometime between 9:00 and 10:00 A.M. I spotted two Red deer bucks and about six or seven does at the Need zone.
I really lucked out because one buck was on top and six does were lined up below him all in line. I did not know how far my bullet would drop but knew that if I aimed at the buck and my bullet was low I would still hit one of the does. Sure enough the achievement popped. The Need zone will be right next to the shoreline of the lake near a sandy beach.

Using the starter rifle, what kind of bullet drop should one be allowing for?
Assuming the zeroing skill is not available.

I'm not sure if small animals (the ones you can't mark with the binoculars) count, but even if they did, it would be pretty tough to shoot one.
For this achievement, just find any type of large game as they're obviously bigger and easier to hit. Preferably in a wide open area where you can get the distance needed. Use your binoculars to tag the animal, then go into your map, zoom in to find the tagged animal on your map and set your waypoint on it. Back out of your map and back up until you have reached your distance needed for this achievement. Back up 10-50 meters more if you are unsure of whether or not you will hit your target.
Either go crouch or prone, whichever works easier for you. Make sure your target is still far enough away that you will get your achievement. If not, adjust your distance by backing up. Aim for the top of the deer (not above as the bullet drop isn't much if there is any at all), hold your breath and squeeze the trigger. As long as you hit the animal (you don't have to kill it), the achievement is yours.

To get this achievement, you will need to hit an animal from at least 400 meters away. I recommend Unlocking the long-distance Zeroing perk before attempting this achievement as most rifles are zeroed to 150 meters by default.
