I don't know, but I have finished the main story line. My building exploded, but I had no end titles or choice. It just continued into the industry street story line. Has anybody a idea, how I can receive this achievement. Do I have to finish this story line before I can choose to go Ng+. I also can't buy the cloacking device, any one a solution for me. I’m seeing mixed messages, is it broken? Some say it didn’t unlock and yet there’s 21 people who have it.

Where is New Game+? I have beaten the game, went through the final credits and went back to the menu but there is just "Play" "Options" and "Credits", and clicking on Play just loads me back into the game

Seems to be discontinued by way of bad patch. I don’t get the ‘NG+’ option. Same as the post above.

For those that were curious, it was indeed discontinued but has now been patched. The current build of the game now allows you to access New Game +.

Well, after keep playing. You will get this achievement after you also finished industry street story line. Good luck and enjoy the game.

It's not broken. You need to follow the story. And again... you need to follow the story. Do not try to steal the cars if the story won't ask to do otherwise the story quest can broken.
