There is a toaster in the kitchen of house 110. It will respawn every time you leave the neighborhood and come back. It will only respawn if you sell the one you stole previously. Also, I believe only toasters that you have successfully taken out of the neighborhood will count towards your total.
You can combine this achievement with the breaking windows, breaking dishes, and breaking toilets achievements. There are some dishes in house 110 near the front door and a toilet in the bathroom that you can smash. These and the windows all respawn when you leave the neighborhood and come back.

I think it's the easiest place to farm the toasters, windows and toilet breaking. Thanks for the tip.

Simply steal 10 Toasters which tend to be found in kitchens. Both 'Toaster' and 'Old Toaster' will count towards this achievement. Toasters can be found in the following houses:
Greenview St.: 101, 104, 105, 108, 109, 110, 112.
Richie R. St.: 205, 207.
