Really easy achievement. I personally got it when you get to the mission where you need to break the car window in 104's house. I went around the backside, pick the white fence door lock, and there was a brick right in front of me on the ground. Pressed X when the brick was lined up with window and achievement popped immediately.
You have to have Agility Level 1 unlocked, but you do so just with story progression very early on.

A good piece of advice is don't stand too close when you throw the brick. I had six or seven tries before I stood further away and nailed it.

Break a window with a brick. You can find bricks between 107 and 108 in Greenview St. You press E to pick them up and to throw them as well.

First you have to unlock the ability to throw a brick. Which is agility lvl 1. Next go to the Greenview St neighborhood and go to 113 and look for a brick by the path on the side of the fence and pick one up. Look at a window and press 
to throw the brick
