How to unlock the No One Is Home achievement in Thimbleweed Park - Definitive Guide
Edit: Thanks to Shadow XBL for letting me know 5449 doesn't work (I will put strikethroughs on any wrong numbers)
2nd edit: Thanks to VaderBox for confirming you can work on this throughout the game in different locations. Also thanks to Basileus for correcting the wrong number (5449) which is actually (5459) which i have now changed.
3rd edit: Thanks to A1ienspacebats and ChooseMyFate for stating in the comments that you can hang up the phone after the voicemail and dial the next number without exiting the screen and having to use the phone again. Just push the button at the top of the phone and dial the next number.

I imagine you could do this at any point as agent ray even at the very start of the game but i rang the numbers on B street so cannot confirm for sure.
This can also be worked towards on the Delores flashback, you also do not have to listen to the full message for it to count, but i had the achievement tracker on just to be sure.
I am new to guide writing so will be willing to edit or credit any information that may be of help to others.
Thanks achievement hunters.
To add from a comment below, this can also be done in Delores' Flashback (phone with book in library) if you activate that before finding the telephone on B street.
To also add from the comments, if you're dialing from the payphone you can click the cradle of the phone and not have to exit out to dial again.
(I was done in about 10 minutes with photos of the first pages of the phone book)
On B Street in Thimbleweed Park, you will find a payphone and a phone book. Inside the phone book are the phone numbers of a ton of the game's Kickstarter backers. You will need to call 100 of them and listen to their voicemail messages to unlock this trophy. You don't have to listen to the entire voice message, but you do need to wait until the voice message starts for it to count.
Either use the phone in the library or Ray's cell phone in her inventory. You will need to keep your own records of numbers – the game will not remember them for you – but the phone book will check off numbers you have already called. Just about every room in the hotel has a phone book and phone as well. Note that Franklin cannot use the phone book (except during his flashback).
Note that only the bolded names in the phone book will have voicemail messages, so don't bother calling the greyed out numbers. If you just go page by page, this should unlock near the end of the sixth page of the A tab. If you're just doing one page per letter, this should unlock somewhere in F.
For fun, try calling Dave Grossman, David Fox and Gary Winnick – they're old LucasArts developers and worked on Maniac Mansion/Day of the Tentacle. Ron Gilbert and Tim Schafer don't have voicemails. Neil Cicierega (Potter Puppet Pals) also has one. I'm not in it (I know!), so don't look for me.
MISSABLE – Chapter 2
In Delores's flashback you will enter the library and over to the right will see a telephone and an address book. You need to go through the address book making note of the four digit numbers (bolded numbers as the unbolded numbers do not count) and then ring each of these to activate a voice message. You do not need to listen to the full message to make it count. Once you go through 100 different messages the achievement will unlock.
This can also be done with Ray using her mobile phone and the address book found near the payphone in street B.
You should only call the numbers listed in bold in the phone book. The game ticks the numbers on which the answering machine was heard.
We photograph 5-6 sheets of the directory on our real cell phone, open a landline phone in the game (Agent Ray’s cell phone can also be used, but it will take much longer, because there is no reset button on the cell phone), using the photographs we dial the bold numbers from the directory.
There is no need to listen to the answering machine until the end; as soon as the beeps have passed and the recording has started playing, we reset the call (the reset buttons are under the handset of the landline phone, in case someone doesn’t know))) and dial the next number from the directory. The main thing is not to leave the dialing screen after each answering machine you listen to - it will take too long, you need to use call reset.
This method takes about half an hour.
