You need the "All expansions pack" add-on.
In order to get this achievement you have to finish the war with a child in your shelter.
NOTE: If you run away from the war with the boat, the achievement will not pop.
Select My own scenario.
Choose for example 1 adult and 1 adult + his/her child.
Days until ceasefire: 20 (you will get the achievement when day 20 finishes)
Intensity of the conflict: low.
Winter comes: never.
And select the places on the map you want to have access.
