You need the "All expansions pack" add-on.
In order to get this achievement you have to make a Ball or a Jump rope with a child in the workshop.
In order to make a ball, the child will need 5 components and 2 broken toys.
In order to make a jump rope, the child will need 3 components and 1 broken toy.
Select My own scenario.
Choose for example 1 adult and 1 adult + his/her child.
Days until ceasefire: doesn't matter.
Intensity of the conflict: low.
Winter comes: never.
And select the places on the map you want to have access.
