To make it easier and faster, select My own scenario.
Choose the characters you want.
Days until ceasefire: 20.
Intensity of the conflict: low.
Winter comes: early.
Winter harshness: mild.
Winter length: short.
And select the places on the map you want to have access.

I didn't get it in my first semi-succesful playthrough of one of the standard scenarios even though I made it through the winter (one of my characters had died though). I got it in a succesful playthrough of the scenario with Boris, Marin and Emilia, in which you start in winter. So I guess either ALL of your characters have to survive the winter or it has to be a scenario in which the winter comes early.
