In order to get this achievement, you have to finish the war without dying any of the survivors with whom you started the game.
To make it easier and faster, select My own scenario.
Choose the characters you want.
Days until ceasefire: 20.
Intensity of the conflict: low.
Winter comes: never.
And select the places on the map you want to have access.

Just wanted to point out that this can be done at the same time as the “exodus” and “new life” achievements.
