You need the "All expansions pack" add-on.
In order to get this achievement you have to make content a child, I got it on the fourth or fifth day, what I did from day one was talk with the child once every day with an adult so they can play during a few seconds, feed the child when was very hungry and build a swing (this may not be necessary because there are some rooms in the shelter where you can tell the child to play). It also influences the state in which the child sees adults, so take care of them all a little.
Select My own scenario.
Choose for example 1 adult and 1 adult + his/her child.
Days until ceasefire: doesn't matter.
Intensity of the conflict: low.
Winter comes: never.
And select the places on the map you want to have access.
