How to unlock the Note: The Colonel achievement in This War of Mine: Final Cut - Definitive Guide

For the achievement you must give the painting to the colonel for "safe passage".
towards the end of the playthrough (he came to the museum for me on day 20 after i had gone to the railway station and learnt the cost of saving the orphans) youll be prompted to meet him at the "military outpost" to give him the painting for safe passage.
When it is night time and you're on the scavenging screen, click on "military outpost" and you will have the option to steal the painting, do so. once at the outpost the gaurd will tell you to wait and follow the other gaurd to the colonel, do as all the gaurds say and walk with him to the colonel. Once you talk, you give him the painting and he tells you to leave before the others get suspicious. For me the achievement popped right when i gave him the painting.
