This is a story based achievement and cannot be missed.
Once Milena arrives with the truck, you need to scavenge two parts to fix it (which are made right next to the truck, not at the normal workbench):
-Fuel which you can collect at the Petrol Station and once back at the museum you make "truck fuel" with a couple components.
-Car parts which you collect at the Car Workshop to make the "Truck Engine Part" with a couple components.
Fuel is self explanatory to find, the car parts need to either be traded by the crow or stolen from him. Stealing from him is the better option as it also unlcoks the achievement "Diary: Fool the crow".
To trick him you need to talk to him to see what he wants in return, after he tells you he wants gold (Anja's necklace) walk into the workshop to the left and he will come out and you can talk to him about his car, when he goes back inside there will be a new scavenge icon on a car which contains a car battery, steal it. Go talk to him inside again and you will tell him someone is messing with his car, he runs out allowing you to take the car parts from his personal stash next to his chair. Then all you gotta do is run back home.
