Fairly easy, just build an distillery and have a character use it. You need plenty of water for it to work.

In order to make moonshine, you will need to upgrade your workshop to Level 2 and build a still. From there, you will need to combine water, sugar and fuel then wait for several hours in game. Once the moonshine is finished cooking, you can pick it up from the still and unlock this achievement.
