This achievement is mostly out of your control. You need to wait till winter arrives and hope that it is bad enough for it to impede movement through the majority of the city.
The best way to earn this in create your own story mode. You can make a quick story where winter strikes early and is very harsh. That will increase the chances of this event occurring. Happy Hunting!

Unless you have turned it off, at some point in the game, winter will come to the sieged land of Gravia. Temperatures will drop in advance of this, so if you see the temperature dip below 10 degrees Celsius, winter is coming. To unlock this achievement, you just need to have one person see the start of winter.
