You will get to 200 soldiers well before the end of the story if you are thorough in exploring the maps and interacting with recruitment banners.
You do not need to have 200 soldiers all at once, you only need to recruit 200 in total. The platform-level achievement stat tracking should show your progress towards this achievement.

There are different types of ways to recruit soldiers. You’ll see blue banners about, that when you interact with them, it will recruit soldiers for you. You can also recruit soldiers by making certain choices in game and also if you upgrade certain parts of your camp.

You recruit soldiers from inns in villages and via the story. You know when you can recruit soldiers as there will be a blue flag with a white helmet floating above it. You will need to recruit soldiers and use them when creating cards in your army camp. You will recruit above 200 well before the end of the game and if you're completing everything on each map as you should be, you will get this achievement well before the end.
