After completing the Draconic Instinct quest, head west and stray south off the path to behold the a grisly execution in progress. Interfere on behalf of the accused and offer to buy his freedom for 500 Gold and you'll net yourself the Barnabas Beckenbauer card.

In the small village of Drunken Bluff in the Mahakam region, you’ll find Barnabas being set for an execution. Intervene on the behalf of the gnome and buy his freedom for 500 gold and have him join your army.

Barnabas Beckenbauer can be recruited during chapter 3, Mahakam.
You will find a group of Dwarves kicking up a fuss and have a side mission available there to intervene. Make it your business to do so and you will then be given the dialogue options necessary to ask for Barnabas's release. He will then join your army, unlocking this achievement.
When trying to rescue him, choose these dialogue option, "May i buy his freedom? (-500)," and soon after he will join you. He can be found here:
