This happens during the second chapter - Aedirn
At a point, you'll come across a house with a dog barking in front of it, approach and a event will happen, during the conversantion Gascon will suggest keeping the dog, AGREE TO KEEP IT and the achievement will unlock, very easy.

You’ll get the chance to recruit Knickers in the Aedirn region. To recruit him, go to the first point of interest after leaving the burned castle. You’ll see him standing by abandoned houses. Interact with him and choose the option to take him with you.
Scotty
The dog can be recruited during chapter 2, Aedirn.
He is found in a shack and to recruit him you simply need to reach this shack and choose the option to take the dog with you. The achievement will unlock upon doing so.
