The achievement description doesn't actually list all seven cities that need to be connected. You need to win the game while connecting together the 7 cities that are north of the Arctic Circle: Narcik, Kiruna, Rovanlemi, Tromso, Kirkenes, Murmansk, and Honningsvag.
I played against 1 Marg Loughbot and made sure at least one of my initial tickets contained many of the cities needed for the achievement. Rovanlemi can get cut off very quickly, so it is a good idea to play a red train early and connect it to Tornio. And then connect Tornio with Boden with 1 green train. Otherwise, you have to wait to collect 5 blue trains to connect Rovanlemi directly to Kirkenes which can be challenging.
You may complete your tickets early with all 7 cities, so at that point, I would concentrate on trying to block the AI from completing their tickets instead of you drawing more tickets yourself. All in all, this is an easy acheivement.
