You can join an existing country club, or start your own, it doesn't matter.
Once you're in one, however, from the country club menu, scroll down to Chat Session, and click that. From the next screen just hit X to launch a chat session, and the achievement is yours.

Another straightforward one - enter your country club through the main menu option and head into the chat sessions section. Create a session or join if one is in progress and the achievement will unlock.

Unobtainable - Server Closure
Once you join one of the thousands of online country clubs, enter your clubs page. There will be a plethora of options including your country clubs chat session. Once clicking on that option, if there is not already a chat created, you can create one. Either join or create a chat in your club, and the trophy will unlock.
