Host a Ranked Meltdown Madness game, set the time to 1:30 and 1 round.
Collect the time power ups (looks like capsules) throughout the level and start throwing your time grenades at your opponents reactor (LB). To help speed things up and make sure you win by 30 seconds, have your friend / partner throw his time grenades at his own reactor as well.
Achievement will pop at match end

The way I got this was to make a match on MP11 (Make sure its ranked!)
Set the time limit to 3:00, on the way to the other teams reactor be sure to pick up all time power vials.
Once inside the other teams "base", throw your stop time grenade and keep throwing them until you are all out of time powers.
Run back outside to get more time energy, repeat until the difference in your reactor time and theirs is more than :30.
Let the game time out and Achievement Unlocked!

In order to shutdown your opponent's reactor, you must throw time grenades at it. Your time meter does NOT refill automatically in this game type so you will need to keep going back for Energy Packs. Win by at least 30 seconds to get this achievement. Again, this must be done in a ranked match.
