I simply replayed level 1 over and over until I had 30 lives. When I beat the game I ended up having 60 lives so depending on your skill you may just wanna play the game and you might get it.

If you have not unlocked this naturally by the time you complete the story (defeat the 5th boss).
I found the easiest and quickest method was to replay the "Alien Frenzy" level.
It is in area 5 if you go to the area select and is the 3rd level of that area.
During this level there is a platform with 7 lives to collect, as well as a single box containing 1 life a little further into the level, meaning you can get 8 life's per run providing you don't lose any in the process.
You do have to reach the end and finish the level each time, as I did try quitting out of the level after picking up the lives but you did not get to keep them if you quit out.
