You must complete the main quest to be able to do this. You will then get to the epilogue and it will ask you to speak to the Blacksmith. Follow each task until you get the opportunity to re-enchant or enchant.

You will unlock the ability to enchant or re-enchant items once you finish the main storyline and reach the Epilogue, then you will be told to go to speak to the Blacksmith. Once there, she will give you some Moon Orbs and guide you through the tutorial on how to use an Enchantment Re-Roller. Note: Moon Orbs are earned by killing enemies in either the main game, the Chaos Chamber or the DLC maps. Also note that the cost of re-rolling the same item, doubles each time you do it but the max cost is capped at 4,000 Moon Orbs (though the maximum you can hold is 16,000).
The trophy will pop once you have successfully enchanted or re-enchanted an item.
