The side quest "The Trial of Crooked-Eye Phil" appears once you have finished the main story quest "Ballad of Bones". The trophy will pop once you have decided to either condem or free Crooked-Eye Phil and see the consequences of your decision.

This side mission becomes available after completing story quest 'Ballad of Bones.' After completing it and heading back into the Overworld, you'll head toward Drowned Abyss. Off to the left (assuming you're facing its entrance) of Drowned Abyss is a side quest marker on a bottle. This starts this quest. This side quest will take you on a multitude of objectives through Crackmast Cove, and you'll fight a ton of enemies, but there is no boss fight so this one is relatively easy to complete.
