In each location, except for the workshop and the attic, you need to reach the minimum number of pollen for Sikaru to give you the bubble upgrade. Use RS to use your binoculars and find him.
I was personally missing transidor, but you can check if you have the upgrade or not by clicking select in each level and looking for what looks like a pink bubble in a jar.

Each room in the house has Sikaru at his shop on the floor level around other NPCs. You need to collect the required amount of pollen (shown in the upper right corner as you collect pollen) and then talk to him to get another Glide Bubble added. The first of these is story related, and then each subsequent one is tied to pollen collection. Just note that there is another bubble he gives you inside of the hub area too, so don't forget to talk to him there after the first area to get that bubble.
You should have no problem getting enough pollen for his brews in each location, considering you only need around 60-70% of the total pollen to finish his brew. Since you need to collect all pollen anyway for other achievements, refer to the pollen-related achievements above for all pollen locations, as needed.
