The giant grandfather clock is directly ahead of you when you surf up the string that takes you upstairs, there is a blockage that requires a few red Tinykin holding the pendulum in place.
As you finish the surf upstairs look left to find 5 red Tinykin, which are more than enough to get the achievement. Head over to the clock, climb up two strings, (there is a different explosive object after the first climb), and you'll be on the level with the stuck pendulum. Destroy the explosive object and claim the achievement along with a small cut-scene celebrating your success.

This takes place on your second time in Transidor, when you're tasked with going upstairs. Right at the top of the stairs, directly in front of you, is a big grandfather clock. You need to enter the "bottom" of it (the bottom of where the pendulums hang) and use your red tinykin to free the pendulums. Doing so will get the clock running again, spawn a large 50-pollen cluster at the top, and unlock this achievement.
