How to unlock the My Robot Army achievement in Titanfall - Definitive Guide
You can also wait until level 43 to unlock “The ‘Icepick’” which is a Tier 2 Kit that allows for increased speed when hacking Spectres, as well as turret control panels. This isn’t necessary, but may make the achievement a little easier Additionally, it is recommend that you use the Minion Detector Tier 1 Kit to easily see enemy AI on your minimap. Lastly, don't forget about your burn cards. Some will offer the ability to make enemy AI ignore you, or allow you to be invisible at all times which can make this achievement much easier.
When hacking a Spectre within a group of Spectres, the game will sometimes automatically hack all the close proximity Spectres for you. Unfortunately, it seems that the game will NOT count any of the automatically converted Spectres towards the achievement. It will only count those Spectres which were manually hacked by the player.
Once you get to 20 total hacked Spectres, the achievement will unlock at the end of the game. You can track your progress towards this achievement in the Personal Stats menu under Misc.
Your solution has a flaw, by the way: Minion Detector is Tier 2, not Tier 1, so you have to choose between that and 'The Icepick'.
The first thing, you do not have to be BEHIND an enemy Spectre to hack. Just get close to it and Hold X, once the prompt is on-screen.
Second thing, for a very short period of times after you hack a Spectre, you can shoot other Spectres close to it and they will automatically be hacked. I don't know if it's a glitch, but it works for now. Pretty sure it counts for the achievement, and if it doesn't I'll edit.

Spectres are the humanoid robot ground enemies that look vaguely similar to a terminator from the movie of the same name. When you are quite close to them you will see a prompt on the screen that says "Hold to hack." If you do so, you will automatically pull out your Data Knife, stick it in their head, and hack them. If there are other Spectres nearby, this will automatically hack them as well (apparently via wifi based on the text provided on a related burn card). The hacked Spectre/s will then follow you around and fight by your side, which can provide a small edge in some game modes.
Some maps and game modes have a lot of Spectres, while some have none. If you persistently hack ones you see, this can be one of the first achievements you earn. If you are struggling, cloak prior to hacking them so you don't get shot at and aim for groups to speed it up. You can also play Frontier Defense on Fracture, which contains 20 Spectres in wave 1.
