I never had the opportunity to do this move until level 6. That's when Splinter teaches you about the ability to swap players in and out and thus creating co-op moves.
Also, if you're going to vote negatively on this then I'd wish you'd tell me how to make this guide better. Considering it's 100% factual.

Done on Level 4.
About 3 and half minutes into the game you'll get the opportunity to use all four of the turtles.
Simple jump in the air and press X
and it should unlock.
