It doesn't have to be Formaldehyde, you can use any other helmet.

First you need to level up everyone, and only then change their clothes, this is the only way I got it.

Sometimes it happens that they don’t give you experience for the game and they write about the processing of rewards and that you wait, they will come soon, in fact, you will never get rewards, the ONLY solution is after completing the mission they give you experience and if you see that the operative has the first rank and not there is an experience scale, then go to the ps menu and there you will see a continue button under the game, click on it and you will be thrown into the lobby and your experience will be counted! (does not work on ps4 or ps5 IF you have completed research in all regions)
