This is story related and cannot be missed. Vivian Conley is located in the Two Bridges zone of Lower Manhattan and is the leader of the Cleaners.
Acting on leads as you work your way through the Two Bridges district, you finally discover intel as to the whereabouts to Conley by way of an ECHO at the JTF Shelter. Your information takes you to an abandoned tanker under the Manhattan Bridge. Working your way through the compound, you reach the refinery and here it is suggested by Paul Rhodes that you sabotage as much of Conley’s oil production as possible to draw her out.
Fighting through heavy opposition, you finally locate your target in the control room on the upper deck of the tanker. Eventually you need to redirect the oil gas pressure in the observation deck to flush her out. After a fierce battle, you ultimately eliminate her and gather another piece of the puzzle to Keener’s location.
