To unlock the First Among Equals trophy in The Division 2, you will need to win one Conflict pvp match.
You can access the Conflict game modes by either going to the orange marker just outside the White House or by opening the map and pressing
to tab over to the Conflict tab and pressing 
to Quickplay.
If you're a member of a clan, you will likely receive the trophy below once the match starts.

Select a PVP match and win. Whichever one you prefer to play.

You can access the purely PvP online part of the game by opening the map, then scrolling left across to 'Conflict'. From here press 'Quickplay' and you'll be put into a Team Deathmatch game of 4v4. Be on the winning team to unlock this achievement.
