How to unlock the Next Level Operative achievement in Tom Clancy's The Division 2 - Definitive Guide

The best way to gain experience is by playing the missions, side missions and taking over control points. You will no doubt reach level 30 by the time you complete all the missions and strongholds. Dark Zone experience is completely different and won't count towards this.

You will get this achievement at the end of the main story after completing all of the main missions at least once. If you're still not there by the time you have completed all of the missions, simply replay some of them on Hard difficulty to start to make progress towards Hard as Nails (100G) as well as earning XP to level up.
