Important! You will have to complete "Secure Quarantine Center" (which has a cyan/light blue hexagon marker in the south-south/west portion of the map) before the rest of the DLC opens up.

Upon entering the Base of Operations, keep heading straight and at the end of the hall, you will find a set of stairs that takes you downstairs where you will find the area for all 3 of the (Year One) expansions.
The stairs on the left will lead to a service elevator that will take you to the "Tactical Operations Center". The trophy will pop shortly after entering.

In fact, the story trophy is obtained after the first mission of the underground add-on. First you need to explore the quarantine zone south of the base. Defeat the boss and all the enemies, take his phone and you will be directed to the station in the basement of the base. Once you reach the tactical mission center, the trophy will unlock.
