This mission will not be available until after you unlock the Security Wing, regardless of your level.
Larae Barrett, leader of an escaped convict faction known as The Rikers, is holding JTF personnel at the Lexington Event Center on Lexington Avenue. Your objective is to enter the Event Center and kill any Rikers inside, including Larae Barrett, and look for any JTF captives. The trophy will unlock when the last mission objective is fulfilled and the mission completed notice displays.
