This can be done as soon as you complete the short tutorial section of the game. You can get it by using the game's matchmaking functions for missions, or by inviting someone to your game or accepting an invite you've received. You can send invites straight from the game's map if you see a friend wandering the city, or go to the party management tab in the pause menu.
